The short answer: ServiceNow is an enterprise workflow platform whose IT service management product sets the benchmark for process depth, CMDB, discovery and cross-department workflows, at enterprise cost and complexity. Jira Service Management (JSM, formerly Jira Service Desk) is Atlassian’s service desk, built on Jira, and is strongest where IT operations and software teams need to work together on incidents, changes and requests. Choose ServiceNow when you need one governed platform for IT, HR, security and operations across a large organisation. Choose JSM when your engineering teams already live in Jira, you want faster time to value and you are comfortable with a lighter approach to ITIL.
This comparison is for IT leaders, service desk managers and platform owners weighing the two. It covers ITIL coverage, incident and change management, CMDB and assets, DevOps integration, administration, deployment and pricing models. We do not quote prices; we explain how each prices and link to current pricing.

Is Jira Service Management the same as Jira Service Desk?
Yes. Atlassian renamed Jira Service Desk to Jira Service Management when it expanded the product beyond a service desk into incident, problem, change and asset management. Many people still search for “Jira Service Desk”, and older documentation uses the name. Atlassian now also sells JSM as part of a wider service bundle that includes customer service management and Assets.
Is Jira Service Management a good alternative to ServiceNow?
For many organisations, yes. JSM covers the processes most IT teams run day to day, costs less to buy and run, and is quicker to implement. It is a weaker fit where ServiceNow’s strengths matter most: very large, governed CMDBs with automated discovery and service mapping, complex multi-department workflows on one data model, strict enterprise governance and heavy reporting requirements. See our wider list of ServiceNow alternatives for more options.
Features compared
Incident management
JSM’s incident management is built for teams where IT and engineering respond together. Alerts from monitoring tools can create incidents, on-call schedules route them, and incidents link directly to Jira issues and recent deployments, so responders can see what changed. ServiceNow offers mature major incident management with communication plans, and when combined with its ITOM products, event correlation that turns monitoring noise into actionable incidents. For AI in this area, see our guide to AIOps tools.
Change management
This is a clear difference in philosophy. JSM links change requests to CI/CD pipelines so low-risk changes can be approved automatically from deployment data, which suits DevOps teams releasing frequently. ServiceNow provides a highly structured change process with risk assessment, conflict detection, change advisory board workflows and change calendars, which suits organisations with strict governance or regulated environments. ServiceNow also supports DevOps change automation, but it usually needs more configuration.
Problem management and knowledge
Both support problem records, known errors and knowledge bases linked to incidents. JSM uses Atlassian Confluence for knowledge, which many teams already use. ServiceNow has its own knowledge management with governance workflows, feedback and article lifecycle controls.
CMDB, assets and discovery
ServiceNow’s CMDB is one of its defining strengths. With Discovery and Service Mapping, it can automatically find infrastructure and map how components support business services, which improves impact analysis for incidents and changes. It also offers asset management products for hardware and software (see ServiceNow SAM Pro). JSM uses Atlassian Assets, a flexible object schema that can model assets and configuration items, with discovery tools and imports to populate it. It is capable and flexible, but most teams need to design their schema themselves. For more on this area, see IT asset management software.
Service catalog and portal
Both offer a self-service portal and request types with forms and approvals. ServiceNow’s service catalog and portal are highly configurable and can span IT, HR, facilities and other departments in one experience. JSM’s portal is simpler and fast to set up, with separate service projects for different teams.
Beyond IT: enterprise service management
ServiceNow’s platform includes HR service delivery, customer service management, security operations, IT operations management, governance and risk, and more, all on one data model. That is its main reason to exist at enterprise scale. JSM is also used by HR, facilities and legal teams through separate service projects, which works well for lighter needs but does not match ServiceNow’s depth in each department.
AI features
Both vendors are investing heavily in AI. Atlassian’s Rovo and AI features in JSM help with summaries, request routing and virtual agents in chat. ServiceNow’s Now Assist and AI agents cover summaries, generative responses and automated workflows across its platform. Capabilities and licensing change often, so confirm what is included in your plan.
Administration and implementation
JSM is usually administered by the same people who run Jira. Configuration uses projects, request types, workflows and automation rules; it is flexible, but without governance it can sprawl across many projects with inconsistent setups. ServiceNow is a platform that typically needs dedicated administrators and developers, and most customers use an implementation partner. Heavy customisation of ServiceNow makes upgrades harder, so good practice is to stay close to out-of-the-box processes.
As a rough guide, JSM rollouts for incident, request and a portal are measured in weeks. ServiceNow ITSM implementations with CMDB, discovery and multiple processes are measured in months.
Deployment
ServiceNow runs as vendor-hosted cloud instances. JSM is available as Atlassian Cloud, and Atlassian’s Data Center edition serves organisations that need to self-manage. If you are considering self-managed hosting, check Atlassian’s current roadmap and terms for Data Center, and confirm data residency options for either vendor’s cloud.
Jira Service Management vs ServiceNow pricing models
- Jira Service Management is priced per agent, with a free tier for up to 3 agents and paid tiers above it. Customers and employees who raise requests are not charged. Higher tiers add capabilities such as more Assets objects and advanced incident features. Check current pricing on Atlassian’s pricing page or read our Jira Service Management pricing page.
- ServiceNow ITSM is quote-only. It is typically licensed per fulfiller (staff who work on records), with editions and add-on modules such as ITOM, SAM and AI features sold separately. Implementation partner fees are usually a significant extra. Check current details on ServiceNow’s ITSM pricing page.
In most comparisons JSM has a lower total cost, but the fair comparison is against the scope you actually need. If you would need several JSM add-ons plus separate discovery and HR tools to match what ServiceNow gives you on one platform, the gap narrows.
Moving from ServiceNow to Jira Service Management
Organisations that move off ServiceNow usually do so to cut cost and complexity or to bring IT and engineering onto one tool. Plan for these points:
- Simplify before you migrate. ServiceNow instances often carry years of customisation. Decide which processes you still need and redesign them in JSM’s request types, workflows and automation rules.
- Plan the CMDB carefully. Decide which configuration item classes and relationships matter, design an Assets schema for them and choose how it will be populated, whether by discovery, imports or integrations.
- Decide on history. Many teams migrate open records and a limited window of history, and keep an archive export of the rest for audit.
- Replace non-IT modules. If HR, security or customer service also run on ServiceNow, you need a plan for each before you switch off the instance.
- Retrain approvers. Change approvers and requesters need to know the new portal, forms and approval steps.
Jira Service Management vs ServiceNow: which should you choose?
- Choose Jira Service Management if your engineering teams use Jira, you want IT and development working in one system, you need to be live quickly, and your ITSM needs are incident, request, change and a practical CMDB.
- Choose ServiceNow if you are a large enterprise that needs deep ITIL processes, an automatically discovered CMDB, strict governance and one platform for IT, HR, security and customer service.
- Consider alternatives such as Freshservice, HaloITSM or ManageEngine ServiceDesk Plus if you want more ITSM structure than JSM with less cost and complexity than ServiceNow. Our IT service desk software guide compares them, and Jira Service Desk vs ManageEngine ServiceDesk Plus is another common head-to-head.
Frequently asked questions
What is the main difference between Jira Service Management and ServiceNow?
JSM is a service desk built on Jira that connects IT and development teams and is quick to adopt. ServiceNow is an enterprise workflow platform with deeper ITIL processes, a discovery-driven CMDB and products for HR, security and operations.
Is Jira Service Management ITIL compliant?
JSM supports ITIL-aligned processes including incident, problem, change and service request management. ITIL itself is a framework, not a certification for software, so check that the tool supports the practices you plan to run.
Is Jira Service Management cheaper than ServiceNow?
Usually, yes, for comparable team sizes, and it has a free tier for up to 3 agents. ServiceNow is quote-only and typically includes implementation costs. Compare total cost against the scope you need.
Can Jira Service Management replace ServiceNow?
For many mid-sized organisations, yes. Large enterprises that rely on ServiceNow’s CMDB, discovery, service mapping and non-IT modules usually find the switch harder.
What is the difference between Jira and Jira Service Management?
Jira is for tracking software and project work. Jira Service Management adds a service desk: a customer portal, request types, SLAs, queues, incident and change management and Assets. The two link together natively.
Does ServiceNow have a free version?
No. ServiceNow does not offer a free plan for its ITSM product. It offers personal developer instances for learning and building, not for running production service desks.
Which is better for DevOps teams?
Jira Service Management, in most cases, because incidents and changes connect natively to Jira issues and deployment pipelines.
