What Is Rippling PEO?

Rippling PEO is a professional employer organization run by Rippling that co-employs your staff. In a co-employment arrangement, the PEO takes on employer responsibilities such as payroll tax filing and sponsoring benefits, while you keep control of hiring, managing and day-to-day decisions. Rippling’s contracting entity for the PEO is Rippling PEO 1, Inc., as listed in the footer of its website.

Rippling pitches the service at small businesses that want “big-company benefits” without building an HR team. The PEO runs on the same Rippling platform used by its software-only customers, so employees see the same app for pay stubs, time off and benefits enrollment.

What Does Rippling PEO Include?

According to Rippling’s PEO pages, the service includes:

  • Benefits plans offered through the PEO, with online enrollment for employees.
  • Compliance coverage, including federal and state filings that Rippling says it automates.
  • Workers’ compensation and employment practices liability insurance (EPLI) to protect against employee and third-party claims.
  • On-demand HR advice from PHR and SHRM-certified experts on topics like leave policies and performance issues.
  • An employee handbook builder and regulation alerts through Mineral.
  • Compliance training, with automatic enrollment in required state and federal courses.
  • Benefits navigation through Rightway’s clinical experts.

Everything else, such as payroll, HRIS, time tracking, device management or expenses, comes from the Rippling products you add to your plan.

How Is Rippling PEO Different From Standard Rippling HR and Payroll?

The difference is who carries the employer responsibilities, not the software. With standard Rippling, you are the sole employer: you register for state tax accounts, buy your own benefits and workers’ comp, and carry the compliance risk. Rippling’s software automates much of that work, but the legal responsibility stays with you.

With Rippling PEO, Rippling becomes a co-employer. Rippling’s own guide explains that a PEO “manages administrative HR work (such as tax compliance) under its own tax ID” while you direct day-to-day operations.

Rippling also sells a middle option. Rippling HR Services gives you HR and compliance support, such as setting up tax accounts in new states and handling state-specific filings, but no co-employment and no benefits sponsorship. Rippling describes this as its ASO (administrative services organization) offering.

The feature Rippling emphasises most is movement between these tiers. It states it is “the only provider to let you move off PEO without replacing your underlying system,” and that you can stay on the PEO, shift to HR Services, or keep only the software as you grow.

How Much Does Rippling PEO Cost?

Rippling does not publish PEO prices; you get a custom quote. Your quote will depend on headcount, the Rippling software modules you add, your state mix, and the benefits plans your employees choose.

For context, Rippling’s own guide to PEO costs says PEOs typically charge a flat fee per employee per month or a percentage of payroll, and puts the industry range at $500 to $1,500 per employee per year, or 2% to 12% of wages. That is an industry-wide range from Rippling’s blog, not a Rippling PEO price.

Among competitors, Deel publishes its US PEO price at $125 per employee per month (checked September 2026), and Justworks publishes its PEO plan prices. Most other PEOs quote. When you request a quote, ask Rippling to separate:

  • the PEO administration fee;
  • software module fees;
  • health insurance premiums (employer and employee share);
  • workers’ compensation and state unemployment costs;
  • any implementation or early-termination terms.

Is Rippling a Certified PEO (CPEO)?

No. We found no Rippling entity on the IRS list of active certified PEOs. We downloaded the IRS active CPEO list on September 28, 2026 (report date August 7, 2026) and searched for “Rippling”, “Rippling PEO 1, Inc.” and “People Center” (Rippling’s copyright notice names Rippling People Center Inc.). None appear. ADP TotalSource, Justworks, Insperity and Paychex entities do.

Why it matters: the IRS says that for a CPEO, “Generally, the CPEO is solely liable for paying the customer’s employment taxes, filing returns, and making deposits and payments for the taxes reported with regard to remuneration it pays to work site employees” (irs.gov). With a non-certified PEO, that statutory protection does not apply, so you may share liability if federal employment taxes go unpaid.

CPEO certification is voluntary, and many PEOs operate without it. It is not a verdict on service quality. It is a reason to ask Rippling directly how federal employment tax liability is allocated in your service agreement.

Is Rippling a Good PEO?

It is a strong fit if software matters as much as the benefits. Rippling’s software is among the highest-rated HR platforms on review sites (see our Rippling review), and the PEO inherits it. Rippling also says it is the #1 PEO provider on G2.

Strengths:

  • One system for PEO, payroll, HR, IT and spend, so there is no separate PEO portal.
  • A clear exit path: moving off the PEO does not mean moving off the software.
  • Workers’ comp, EPLI and certified HR advisers are part of the package.

Things to weigh:

  • No CPEO status, as covered above.
  • No published price, so comparison takes a sales call.
  • Software costs rise as you add modules, which is the most common pricing complaint about Rippling on G2.

Who Should Pick Rippling PEO?

Pick Rippling PEO if you are a small, fast-growing US company that needs competitive benefits now and expects to outgrow co-employment later. Venture-backed startups often fit that profile: a PEO helps with benefits at 10 or 20 employees, but many companies leave the PEO model as they grow and build their own HR team.

Consider another route if:

  • CPEO status is a requirement for you or your finance team: look at Justworks, ADP TotalSource, Insperity or TriNet.
  • You want a published price: Justworks and Deel publish PEO rates.
