The market splits three ways. Contact-center suites (Genesys Cloud CX, NICE CXone Mpower with NiCE Cognigy, Amazon Connect, Google’s Gemini Enterprise for Customer Experience) suit large service teams. Specialist enterprise vendors (PolyAI, Parloa) build and run voice agents for you. Developer platforms (Retell AI, Vapi, Bland AI, ElevenLabs Agents, Synthflow) let your own team build them and bill mostly per minute. Small businesses that just need calls answered are usually better served by an AI receptionist.

What is an AI voice agent?
An AI voice agent is software that holds a spoken conversation on a phone line and completes a task. It differs from an IVR (“press 1 for billing”) because it understands free speech, and from a chatbot because it has to cope with interruptions, accents, background noise and the half-second gaps that make a call feel natural or robotic. Every platform runs the same loop:
- Input: the caller speaks. Telephony (the vendor’s own numbers, Twilio, SIP trunking or a contact-center platform) streams the audio in.
- AI step: speech-to-text transcribes it, a language model decides the next step using your instructions and knowledge base, and it calls tools: your CRM, order system, calendar or payment flow. Text-to-speech speaks the answer.
- Human review: the agent transfers calls it should not handle, ideally as a warm transfer with a summary. Supervisors review transcripts, recordings and automated quality scores.
- Output: a resolved request, an updated record, a booked slot or a transferred call with context, plus analytics on what callers wanted.

Contact-center voice AI: the enterprise options
Genesys Cloud CX prices by named user and meters AI through AI Experience tokens. Each organisation gets a monthly token allocation; its help center says voice bots use one token per 17 minutes, a virtual agent 0.5 tokens per interaction and an agentic virtual agent 1.2 tokens. On data use, Genesys’s privacy page says it never uses customer data for AI training or fine-tuning without the customer’s explicit consent.
NICE CXone Mpower publishes suite prices from $110 to $249 per agent a month. The Ultimate suite includes AI agents for self-service, proactive engagement and sales, and adds a $0.25 per session fee; in lower suites they are add-ons. NICE announced its acquisition of Cognigy on July 28, 2025 for approximately $955 million and closed it on September 8, 2025. Cognigy is sold both inside CXone and as a standalone platform, with connectors for Genesys, Amazon Connect, Avaya, Microsoft and others.
Amazon Connect takes a different approach: no seat fees, and AI capabilities are bundled into per-minute and per-message channel prices. AWS announced “unlimited use of AI capabilities” for next-generation Amazon Connect in March 2025. Voice is $0.038 per minute plus telephony, and third-party speech models carry their own costs.
Google sells voice agents through Conversational Agents (Dialogflow CX) inside Gemini Enterprise for Customer Experience, announced in January 2026. Voice is billed per second of listening and speaking time: $0.001 per second for deterministic Flows and $0.002 per second for generative Playbooks.
PolyAI and Parloa are the specialist route: they design, run and tune voice agents for large brands. PolyAI prices per minute with maintenance and 24/7 support included and lists a 99.9% uptime SLA; Parloa integrates with Genesys, Twilio, AWS and Cisco. Both are sales-led with no public rates.
Developer platforms for building your own voice agents
Developer platforms give you the telephony, speech and orchestration layers and let your team write the logic. They make sense when you need custom flows, deep integrations, or the choice of language model and voice.
- Retell AI itemises every component: $0.055 per minute for voice infrastructure, $0.015 to $0.040 for text-to-speech depending on provider, the language model you pick, and telephony from $0.015 per minute in the US. As an illustration using its published rates, a cheaper model with Retell’s own voice on US telephony lands around $0.13 per minute. It advertises about 600ms latency and warm “agentic” handoffs that brief the human first.
- Vapi charges $0.05 per minute for hosting and passes model costs through at provider rates. Success packages start at $29 a month; HIPAA is a $2,000 a month add-on. Data retention runs from 14 days on the base plan to 180 days on Pro. It claims under 500ms average latency.
- Bland AI bundles the model, speech-to-text and voice into one per-minute rate and offers on-premises or VPC deployment on Enterprise, with data residency in the US, EU and APAC.
- ElevenLabs Agents sells plans with bundled minutes, from a free tier with 15 minutes to $990 a month for 12,375 minutes, plus LLM costs on top. It lists 70+ languages, SSO and a Zero Retention Mode on Enterprise.
- Synthflow started as a no-code builder but its pricing page now lists only enterprise contracts from $30,000 a year, with integrations into Cisco, Avaya, Genesys and RingCentral telephony.
How much do AI voice agents cost?
Three pricing models dominate. Per minute (Retell, Vapi, Bland, Amazon Connect, Google, PolyAI) scales with talk time, so shorter calls and faster resolutions lower the bill. Per seat plus AI allowance (Genesys, NICE) fits teams already buying contact-center seats. Annual contracts (Parloa, Synthflow, enterprise tiers everywhere) bundle setup, concurrency and support.
To estimate cost, multiply monthly minutes the agent will handle by the all-in per-minute rate (platform plus model plus voice plus telephony), then add fixed fees: concurrency (Retell charges $8 per extra concurrent call a month, Vapi $10 per line), phone numbers, compliance add-ons and QA tools. Compare that with the fully loaded cost of the human minutes it replaces, and only count calls the agent resolves without a transfer.
Which AI voice agent is best for small businesses?
Most small businesses want calls answered, questions handled and appointments booked, without writing code. That points to an AI receptionist with flat, published pricing: Goodcall bills per unique caller from $79 a month, Rosie from $49 a month with 250 minutes, My AI Front Desk from $99 a month with 200 minutes, and Smith.ai has a free tier for 25 calls a month. Enterprise requirements: what to ask every vendor
Is our data used for training? Policies differ, so read the vendor’s own words and get it in the contract:
- Genesys: “we never use customer data for any AI training or fine-tuning purposes without the explicit consent of our customer”.
- Google Cloud: “Gemini doesn’t use your prompts or its responses as data to train its models” (a general Gemini for Google Cloud statement).
- Vapi’s privacy policy: “Call recordings, transcripts and logs may be retained to help train and improve the AI models”.
- Retell’s privacy policy lists using data to train its AI models; processing on behalf of customers is governed by its data processing agreement.
- ElevenLabs lets individual accounts opt out under data use settings; enterprise use is governed by a DPA.
Also confirm: SSO and role-based access for admins (Vapi and ElevenLabs list SSO; Retell mentions SSO on its pricing page), configurable retention (Retell allows 1 day to 2 years per agent), audit logs of configuration changes, data residency options, PCI scope if the agent takes card details, and a signed BAA for any health data. How to choose an AI voice agent
- Buy or build. If you run a contact center already, start with its native voice AI or a certified partner. Build on a developer platform only if you have engineers to own it after launch.
- Test calls, not demos. Script 30 real calls from your recordings, including angry callers, accents and background noise, and score each platform on the same set.
- Integrations with write access. A voice agent that cannot change the booking or refund the order just becomes a slower IVR.
- Handoff quality. Check warm transfer with a summary, and what happens when no human is free.
- Languages. Vendor counts vary widely (PolyAI advertises 75+, ElevenLabs 70+, Bland 40+); test the ones your customers use.
- Controls. Guardrails, PII redaction, recording controls and evaluation tooling matter more at scale than a slightly better voice.
- Total cost at your volume, including concurrency and compliance add-ons.
How to measure an AI voice agent
Track containment (calls fully resolved without a human), transfer rate and reasons, repeat contacts within a set window, average handle time for calls that do reach a human, customer satisfaction on AI-handled calls, and cost per resolved call. Review a random sample of transcripts every week. Gartner predicted in 2022 that one in ten agent interactions would be automated by 2026, and in March 2025 that agentic AI will autonomously resolve 80% of common customer service issues by 2029. Those are forecasts; your own containment numbers are what count.
Risks of AI voice agents
- Hallucinated answers on policy, pricing or eligibility. Restrict the agent to approved sources and test edge cases.
- Consent and TCPA exposure on outbound calls. The FCC confirmed in 2024 (FCC-24-17) that AI-generated voices are “artificial” voices under the TCPA, so outbound AI calls need prior express consent.
- Recording consent in all-party consent states: disclose recording at the start of the call.
- Security: voice agents with account access need caller authentication before they disclose or change anything.
- Customer frustration when there is no way out. Always offer a human or a callback.
