Returned item no money no item!!!

My cousin purchased an item for almost 2k which was faulty and opened a dispute. He did everything asked within the dispute process inc. proof of return delivery back to seller. Still Paypal hold the funds after days of the item been returned to the seller. The seller even informed Paypal they received the item back so my brother has no item or money. Great one Paypal!!!
