Fine-tuning continues training a published model on your own labelled examples, so it adopts a format, a house style or a narrow task without that instruction being repeated in every prompt. The things to compare are what the training run costs, whether the resulting model is billed at a higher rate than the base model, and whether you can take the adapted weights with you.
