Many teams occupy a middle path: they hire a consultant for the initial setup — scoping, object design, workflow configuration, and sales rep training — and then manage ongoing administration internally once the foundation is stable. The ongoing admin burden for a well-configured Salesforce instance serving a small to mid-sized team is generally modest: user management, new field additions, report updates, and occasional workflow modifications.
