What does 'Open Weights' mean?
The model parameters are published for download, so the same family can be run on hardware you control instead of only through the vendor API. This is what gives a buyer somewhere to go if a rate changes, a region is unavailable, or data cannot leave the building. Read the licence rather than the headline: some weights are Apache 2.0, others carry limits on serving the model to other people.
