How Jira pricing works in 2026
Per-user cloud subscription
Jira Cloud is a subscription charged for each licensed user. Anyone who needs to create or work on issues counts toward the total. On monthly billing you pay for the users on the site each month, so the bill moves as people join and leave. On annual billing you buy a user tier for the year, and the per-user rate usually falls as the tier gets larger. Monthly vs annual billing
Monthly billing is flexible: you pay for the users you have and can cancel at any time. Annual billing locks in a user tier for twelve months, which usually works out cheaper per user and makes budgeting predictable, but you pay for the whole tier even if you do not fill it. Teams that are still growing quickly often start monthly and switch to annual once headcount settles.
Cloud vs Data Center
Most new customers buy Jira Cloud. Atlassian also sells Jira Data Center, a self-managed edition for organisations that must host Jira themselves for regulatory or data-residency reasons. Data Center is licensed annually by user tier, and you also carry the cost of the servers, databases, upgrades and people to run it. Atlassian has been steering customers toward cloud for several years, so if you are considering Data Center, ask about its current roadmap and support terms before signing a multi-year plan.
Is Jira free?
Yes, for small teams. Jira’s Free plan gives a limited number of users the core boards, backlog and issue tracking at no cost. It is a real product, not a trial, and many small software teams run on it for years. The limits show up in three places: the user cap, fewer permission controls (everyone tends to see everything), and community-only support. Once you need project-level permissions, more storage, or more users than the cap allows, you move to Standard.

Jira and Confluence pricing: what if you need both?
Jira and Confluence are separate products with separate per-user subscriptions. Many teams run both: Jira for issues, sprints and releases, Confluence for specs, runbooks and meeting notes. Each has its own Free, Standard, Premium and Enterprise plans, and you can mix plans (for example, Jira Premium with Confluence Standard) if that fits.
Three things keep the combined bill down:
- License only the people who need each product. Your whole engineering team may need Jira, but only some of them need to edit in Confluence, or the other way round.
- Ask about bundles. Atlassian has offered packaged combinations of its apps at times. Ask whether a bundle is cheaper than buying Jira and Confluence separately for your user counts.
- Align the billing cycles. Putting both products on annual billing at the same renewal date makes negotiation and forecasting simpler.

How much does Jira Align cost?
Jira Align is a different product from Jira. It is Atlassian’s enterprise agile planning tool for connecting strategy, portfolios and programmes across many teams, and it is used by organisations running scaled agile frameworks across large engineering groups. It is not sold on a self-serve price list: Jira Align pricing is by quote, based on the number of users and the scope of the deployment, and it is normally bought alongside an existing Jira estate. Implementation often involves Atlassian or a partner, and that services cost should be part of your budget.

Jira Service Management (formerly Jira Service Desk) is Atlassian’s IT service management and help desk product. It is priced per agent, not per end user: the people who raise requests through the portal do not need a licence, but the agents who work the queue do. What drives your Jira bill up: the hidden costs
Marketplace apps
Most Jira sites add apps from the Atlassian Marketplace for test management, time tracking, advanced roadmaps, checklists, reporting or diagrams. Cloud apps are normally priced on your Jira user count, not on how many people actually use the app. A test management app used by five QA engineers can therefore be billed for all two hundred Jira users. Audit apps once a year and remove the ones nobody uses.
User sprawl
Because Jira is per user, every stakeholder you invite adds cost. Product managers, designers, support leads and executives often get full licences just to comment or watch a board. Before you buy, decide who needs to work in Jira and who only needs to see updates, and consider dashboards, Confluence pages or exported reports for the second group.
Security, identity and compliance
SSO enforcement across all Atlassian products, automated user provisioning, audit logs and data residency options may be included in higher plans or sold as a separate Atlassian security add-on (Atlassian Guard). If your IT team requires them, include them in the comparison.
AI features
Atlassian has been adding AI features across Jira and its other cloud products. Which plans include them, and whether usage is capped or metered, has changed over time. Ask what is included in your plan and what happens if your team uses more than the included amount.
Admin time and migration

Illustrative inputs (not prices) for a product and engineering group:
- Licensed users: 60 engineers, 8 product managers, 4 designers = 72 users on Standard.
- Viewers who do not need a licence: 30 stakeholders, served through dashboards and Confluence pages.
- Apps: one test management app and one time tracking app, both billed on 72 users.
- Other products: Confluence for 50 of the 72 users.
- Admin: one team lead spending a few hours a week on configuration.

- Choose Free if you are a small team running one or two boards and everyone can see everything.

- Choose Premium when several teams share dependencies and releases, when you need a sandbox to test configuration changes, or when downtime has a real business cost.
