A fleet fuel card is a payment card for business vehicles that adds controls a normal credit card lacks: a PIN or driver ID at the pump, limits by day, gallon or fuel type, and reports by driver and vehicle. Most also pay a rebate or discount per gallon. The trade-offs are acceptance (where the card works), fees, and credit terms. This guide compares those three, card by card. Universal vs branded fuel cards: what is the difference?
A branded card works only at one fuel brand’s stations (for example, Shell, Exxon and Mobil, or Circle K). Rebates are often higher at those stations, and the card usually carries fewer fees. A universal card works at most stations nationwide, usually through the WEX network or a Visa or Mastercard network, and the rebate is often limited to a partner network.
Worth knowing: many oil-brand cards are issued by WEX Bank. Shell, ExxonMobil, Valero and bp’s earnify fleet cards all run on WEX, so their “universal” versions use the same acceptance network as the WEX Fleet Card. Fuelman, Comdata and the BP Business Solutions cards belong to Corpay (formerly Fleetcor).

What is the best fuel card for a small business?
For a small business running cars, vans or pickups, three questions narrow the field:
- Do your drivers fuel at one brand? A branded card (Shell Card Business, ExxonMobil BusinessPro, BP Fuel Plus) usually gives a higher rebate there and ExxonMobil publishes no setup, annual or card fees.
- Do they fuel wherever is closest? A universal card such as WEX, Coast or Shell Card Business Flex avoids declined cards on the road.
- Are you a new business or want to avoid a personal guarantee? Coast states it requires no personal guarantee and won’t affect your personal credit score. Corpay agreements (Fuelman, BP Business Solutions) include guarantor clauses and may pull credit reports on the owner.
The fleet fuel cards, one by one
WEX Fleet Card
WEX says its card is accepted at 95% of US stations. The rebate is up to 15¢ per gallon in its nationwide savings network and up to 3¢ everywhere else, with the 3¢ tier requiring at least 5,000 gallons a month. WEX excludes large truck stops (Flying J, Love’s, Petro, TA, Pilot) and big-box retailers from the rebate. Controls include driver ID and PIN, odometer prompts, time and amount limits and purchase categories. WEX says credit decisions come within 48 hours. Fees are not listed on its product pages, so ask for the full fee schedule.
Fuelman (Corpay)
Fuelman advertises 8¢ per gallon off diesel and unleaded at 40,000+ Discount Network locations; its card is also accepted at other brands without the discount. Fuelman is unusual in publishing its fees: its Basic program agreement lists $39 per month for Basic, $59 for Pro and $99 for Enterprise, a $3 per transaction fee at some extended-network sites, and a late fee of the greater of $99 or 17.99% of the new balance. It is a charge account paid in full, not revolving credit. Rebates can change after 12 months.
Shell Card Business and Business Flex
Shell’s fleet cards were relaunched with WEX in March 2025. Shell Card Business works at 12,000+ Shell stations with up to 6¢ per gallon back. Business Flex works at 95%+ of US stations and public EV chargers, with Shell-only rebates that step up by monthly volume: 1¢ for up to 1,000 gallons, 2¢ to 4,000, 3¢ to 7,000, 4¢ to 10,000 and 5¢ to 25,000. Shell also lists 20% off at participating Jiffy Lube locations. Fees are not published.
ExxonMobil BusinessPro
The branded BusinessPro card works at about 12,000 Exxon and Mobil stations and pays new accounts 1¢ to 6¢ per gallon by volume (6¢ at 10,000+ gallons). ExxonMobil states “no setup, annual, or card fees”. The BusinessPro Universal version adds wider acceptance with additional fees that are not listed on the product page.
bp and Amoco
bp runs two programs. BP Business Solutions Fuel Plus (Corpay) pays 3¢ per gallon from 300 gallons a month up to 7¢ at 10,000+ gallons at bp and Amoco. Its March 2024 terms list a $12 monthly account fee and a late fee of the greater of $75 or 12.25%. earnify fleet (WEX Bank, Mastercard) works at 95% of US stations and pays up to 7¢ per gallon at bp, Amoco, Thorntons, TA and Petro, with fees not published.
Coast
Coast’s Visa card works anywhere Visa is accepted. It pays 3¢ to 9¢ per gallon at 30,000+ partner stations (including Exxon, Mobil, 7-Eleven, Circle K and Casey’s), 1¢ per gallon elsewhere and 1% back on non-fuel purchases. Coast charges $4 per active user per month and says it has no per-gallon, reporting or inactive-card fees. Its late fee is the greater of 2.5% or $35. Coast states there is no personal guarantee. Controls include fuel-only mode, spending and time limits and GPS checks against telematics.
U.S. Bank Voyager
Voyager combines the Voyager fleet network with Mastercard and says it is accepted “in every U.S. ZIP code” for fuel, EV charging, maintenance and tolls. U.S. Bank does not publish rebates or fees; it negotiates discounts, which makes Voyager a fit for larger commercial and government fleets.
AtoB
AtoB offers a credit card (Flex) and a prepaid card (Unlimited) for trucking and local fleets. It reports an average of 42¢ per gallon off truck diesel across its customers in its discount network. Fees are published: a one-time $35 setup fee, $15 per month for 1 to 5 Flex cards plus $3 per additional card, or $3 per active prepaid card. AtoB says applying does not require a hard credit check.
Mudflap
Mudflap started as a free app that unlocks truck-stop diesel discounts (“up to $1.00/gal”) without an application or credit check. Its Visa fuel card adds weekly credit, 2¢ per gallon out of network, and no annual, monthly, per-card or subscription fees. The card requires credit approval.
Comdata
Comdata (Corpay) is a long-standing truck-stop card at 8,000+ truck stops. Its Simple Saver plan lists up to 25¢ per gallon off diesel at TA and Petro and up to 8¢ at Pilot and Love’s with no monthly account fee. Higher plans (Smart Fleet, Total Advantage, Comdata Max) add larger discounts and networks. Comdata states fleets of more than 20 trucks are not eligible for the advertised discounts.
TCS Fuel Card
TCS says its in-network clients save an average of 59¢ per gallon and that it has no activation, membership, monthly or annual fees and no in-network transaction fees. It is cash-secured, with no credit check, which suits new carriers. Out-of-network fees are not published.
RTS Carrier Services
RTS, part of Shamrock Trading Corporation, offers fuel cards at 4,000+ stations including Pilot Flying J and advertises savings averaging 45 cents per gallon. It offers a prepaid Self-Funded card and credit-based options, often alongside RTS freight factoring. Fees are not published.
How much does a fleet fuel card cost?
Costs range from $0 to around $100 a month, plus possible per-card, transaction and late fees. From published terms in September 2026:
- No monthly fee published: ExxonMobil BusinessPro (branded), Mudflap card, TCS, Comdata Simple Saver.
- Per-user or per-card pricing: Coast $4 per active user; AtoB $15 for 1 to 5 cards plus $3 each after that ($35 setup).
- Flat monthly account fees: BP Fuel Plus $12; Fuelman $39 to $99.
- Not published: WEX, Shell, earnify fleet, Voyager, RTS. Ask for the full schedule, including card, reporting and out-of-network fees.
Late fees are where costs jump. Published examples include Fuelman (greater of $99 or 17.99% of the balance), BP Fuel Plus (greater of $75 or 12.25%) and Coast (greater of 2.5% or $35). Most rebates are also forfeited on late payment.
How do you get a fleet fuel card?
Most issuers take an online application with your business legal name, EIN, number of vehicles and expected monthly gallons. Expect some mix of these:
- Business credit check. Standard for credit-based cards.
- Personal credit or guarantee. Corpay agreements for Fuelman and BP include guarantor terms. Coast says no personal guarantee.
- No-credit-check options. TCS is cash-secured, RTS offers a prepaid card, AtoB offers prepaid cards, and the Mudflap app needs no application.
- Volume. Rebate tiers are set by gallons per month, so estimate yours honestly.
Are fleet cards worth it?
For most fleets with more than a couple of vehicles, the controls matter as much as the rebate. A PIN and driver ID at the pump, fuel-only restrictions and per-driver reports make misuse harder and turn fuel receipts into data. Several cards also connect to telematics: Coast, AtoB and WEX can check a transaction against the vehicle’s GPS location or tank capacity. A card may not be worth it if you fuel one or two vehicles, would pay a monthly fee larger than the rebate, or risk late fees. Do the maths with your own gallons: multiply monthly gallons by the rebate you would actually qualify for, then subtract monthly and per-card fees.
How to choose a fleet fuel card
- Map where you fuel. Pull a month of receipts. If 70% or more is at one brand, a branded card likely pays more.
- Separate diesel truck-stop fueling from retail fueling. Truck-stop networks (Comdata, TCS, RTS, AtoB, Mudflap) and retail cards (WEX, Shell, ExxonMobil, Coast) serve different patterns.
- Get the full fee schedule in writing for cards that don’t publish fees.
- Check the rebate conditions: excluded stations, minimum gallons, on-time payment and whether rates change after an intro period.
- Test controls and reporting. PIN or driver ID, limits by fuel type, and whether data exports to your accounting or fleet management software.
